Winghaven Residential Owners Association Board of Directors Meeting, Sept. 2011

The Winghaven Residential Owners Association (WROA) Board of Directors meeting was held on Monday,September 19, 2011at theMcEagleBuilding.  In attendance were Directors Tom Shepherd, Marcus Rosenberg, Mike Wilcher, Carol Cross, Yvonne Wilson, and Ray Larson along with Barbara Murray and Ingrid Schaeffer of CMA.  Secretary Gene Stecher was out of town and could not attend.  This was also the Voting Members meeting.

The Executive portion of the meeting was called to order by President Tom Shepherd at 6:00 p.m.

Director Wilson took notes for the meeting in Secretary Stecher’s absence.  Current violations were reviewed and appropriate action was taken on outstanding items.  Sixty five residents have not paid association fees or alley fees.  Letters will be sent out by CMA to all 65 residents.  If fines not paid in due time, the Board members voted to send letters stating that a lien will be placed on their property.  Board will review at the next meeting.  Motion to end the Executive Session was made by Director Cross and seconded by Director Ray Larson.

Regular Meeting and Voting Members Meeting

President Tom Shepherd called the regular/voting members meeting to order at 6:30 p.m.  There were 16 voting members attending the meeting.  A motion was made by Director Wilson to accept the minutes from the August meeting and seconded by Director Cross.

Treasurer’s Report

Treasurer Ray Larson reviewed the treasurer’s report.  He made motion to take $50,000 from cash to put into CD’s which will leave $38,000 cash in the account.  It was approved by all the Board members.

Architectural Committee

Director Wilcher stated that there was one request since our last meeting.  He also had a hand out for the voting members to review, that showed a chart of the previous years requests and denials.

Grounds Committee

President Shepherd reported the he and Director Stecher have been meeting with people regarding park items and questions pertaining to completion of park.  AmerenUEMissourisaid there would be an initial fee of $10,000 for electricity and another $8,000-$12,000 to do entire park.  Runyon Landscaping has given an estimate of $8,000 to install an irrigation system in the park and McEagle will allow us to tap in to their water and have it metered to be billed to WROA.

Regarding the trash that accumulates at the park, Carl, who works for McEagle, will continue to pick it up.  As we progress and the park is used more, WROA will be billed for the clean-up.  Sprinkler heads are being checked, fence painting is progressing and is half done, replacement of trees and plants are being done and monuments are being checked and will be cleaned.  A contractor has been contacted to give WROA an estimate on tapping into the sewer and water lines for restrooms at the Park and Gardens.  The Board will discuss it at the next meeting. There will be no tulips next year because of the expense and not lasting long.  There will be different types of plants and a few sun friendly flowers. Park Placewill be doing some expansion on the three acres directly across Phoenix Parkway(opposite their main facility).

Master Association

The Master Association has budgeted $6,000-$7,000 to be used for helping with expenses of the Park and Gardens.  In December there will be a meeting regarding the Wetlands.  The City ofO’Fallonis considering bike paths alongBates/Red Hawk/Phoenix Parkwaybut WROA is objecting to bike paths onWinghaven Blvdbecause of safety issues.  There has been quiet negotiations with O’Fallon regarding a possible police substation  in the Boardwalk area.  The land bordering Hwy.40 andTechnology Drmight be developed for a Quik Trip or On the Run.  Lighting alongWinghaven Blvdis almost complete.

Events Committee

Director Cross introduced her guest Linda Watson.  Linda is working with Carol, along with several other committee members to put on the Chautauqua Fall Festival to take place on Saturday, Oct.1, 2011 on the Boardwalk.  This is an event for the families, children, businesses to co-create a healthy community, have fun and participate in a life long learning series.  There is also the 2nd Annual Halloween Event to be held in the Park and Gardens onOct. 30, 2011.

CMA Comments

The asphalt sealing of the alleys is 95% complete.  There is still an estimated $950 to be spent to surface patchHawks Way.  Director Shepherd made a motion to pay for the surfacing.  Director Larson seconded the motion.

Old Business

Tom and Gene have been working with the Core of Engineers on the Knolls Creek Project.  The stabilization portion is completed and the replacement of vegetation (grasses, trees, etc.) will be started this week.  There have been suggestions for expansion of the Park and Gardens, which include more pavilions, tables, trees, benches, grass, another tot lot.  These things will be considered when money is available.  The issue of bonding for the Board members was brought up.  All the Directors are bonded for liability, legal issues, etc.  Carol, Marcus and Ray will meet to discuss titling a special events account, such as the one used for the Chautauqua Fall Festival.  McBride is developing the ‘football field’ (across from the Boardwalk).  It is zoned but will not be started until next year.   McBride said they will chip in to help with expenses of the park.

New Business

The Board members discussed a new base rate for residential fines (except political or religious).  We suggested increasing the fines from $25 to $50 for the 1st offense, then $100 for 2nd offense and $100 there after.  The Board will investigate the covenants on this issue and it will be discussed at the next meeting.

Voting Members Topics

The road repairs in the Winghaven area was questioned by a resident.  They were told the City ofO’Fallonis responsible and to notify them at Citizens First (Conan Stott).  Another resident asked about cleaning the Winghaven Monuments…it will be done in the spring.  Another resident asked what happened to the flags that used to be on the median along Winghaven Blvd….not there anymore because of cost and deterioration of flags.  The Board was questioned about the large loan that WROA is paying off.   Director Shepherd said we are not hiding anything, and he will be happy to meet with anyone that is interested in learning more about the setup, why it was taken out, etc.

A motion was made by Director Cross and seconded by Director Larson to adjourn the meeting.  Motion passed unanimously.  The meeting was adjourned around 8:30 p.m.
